PSE Burst is one of the many mechanics of the game, I'm not entirely clear on how exactly PSE Burst works but it amounts to leveling up one of the 5 PSE and if you reach lvl.9 you get a PSE BURST which grants you either bonus experience, bonus meseta, or even bonus loot. It's a wonderful system and you can usually catch parties of 12 trying to exploit this in the city for huge experience and item drops.
However sometimes you just don't achieve PSE bursts by planning and preparing, maybe you're just lucky to be running through a mission, or unlucky.
